La télévision israélienne propage une propagande azérie répugnante contre l'Arménie et l'Iran

Le 27 janvier, la chaîne de télévision internationale israélienne, i24NEWS, a diffusé une émission d'une demi-heure pleine de mensonges pour glorifier les relations de l'Azerbaïdjan avec Israël et vilipender l'Arménie, l'Iran et la Russie. Ce programme scandaleux n'avait rien à voir avec le journalisme, et tout à voir avec la fameuse « diplomatie du caviar » de l'Azerbaïdjan.

Voici des extraits de l'émission télévisée que j'ai transcrits. Mes commentaires sont entre parenthèses :

Le narrateur, le journaliste israélien Henrique Cymerman, a déclaré : « L'Azerbaïdjan a des voisins problématiques, en particulier la Russie de Vladimir Poutine au nord et l'Iran de l'ayatollah Ali Khamenei au sud. Pourtant, son principal ennemi historique est un autre voisin, l'Arménie, un pays à majorité chrétienne qui a affronté l'Azerbaïdjan dans deux guerres majeures, faisant des milliers de victimes. Lors de la première guerre du Haut-Karabagh en 1991, l'Arménie, soutenue par la Russie, [premier mensonge] a réussi à conquérir 10 000 kilomètres carrés dans la zone frontalière, une région de la taille du Liban. L'objectif officiel était de créer une zone tampon. Pour l'Azerbaïdjan, 2020 a été l'année de la victoire dans la deuxième guerre du Karabagh. Chef de l'armée, Ilham Aliyev, a reconquis toutes les zones [deuxième mensonge] occupées par les Arméniens pour trouver des dizaines de villages et de petites villes complètement détruits et piégés. [Troisième mensonge]. Ce fut le cas dans la région de Khodaafarin, à quelques mètres de la frontière iranienne sur les rives de la rivière Arax. Dans ce scénario, l'Iran a soutenu l'Arménie [quatrième mensonge] et Israël a soutenu l'Azerbaïdjan ».

Le journaliste a interviewé Moubarak Qurbanli, ministre azerbaïdjanais des Affaires religieuses, qui a déclaré : « L'Arménie s'est emparée de nos terres. [Cinquième mensonge]. Il a fallu un énorme effort héroïque à notre armée pour les reconquérir lors de la dernière guerre. Le peuple azerbaïdjanais sait que pendant cette guerre, l'Iran était aux côtés de l'Arménie. [Sixième mensonge]. Vous pouvez donc comprendre ces sentiments désagréables, non pas envers le peuple, mais envers le régime iranien... L'Iran reproche à Israël semble-t-il du point de vue de l'islam orthodoxe. Mais où était l'Iran pendant 30 ans lorsque l'Arménie, violant toutes les lois internationales [septième mensonge], a occupé les terres azerbaïdjanaises, y compris la frontière iranienne. Pourquoi l'Iran est-il resté silencieux alors »? [Huitième mensonge].

Le narrateur a poursuivi : « Le cessez-le-feu a finalement été obtenu par Vladimir Poutine. Lors de la célébration de la libération à Bakou, l'armée a vu les drones offensifs qu'elle avait acquis d'Israël et qui ont fait de nombreuses victimes parmi les forces arméniennes [exaltation honteuse d'avoir tué des Arméniens]. L'un des hommes forts du gouvernement de Bakou est Hikmet Hajiyev, chef du département des relations extérieures de la présidence, le principal conseiller d'Aliyev et son stratège en politique étrangère. Il affirme qu'Israël est l'un des premiers pays à avoir reconnu l'indépendance de l'Azerbaïdjan en 1991 et a diffusé des communiqués qui ont provoqué la colère de Téhéran. Hajiyev a déclaré: « Le président de l'Azerbaïdjan et le Parlement national ont pris la décision d'ouvrir une ambassade à part entière de la République d'Azerbaïdjan dans l'État d'Israël, et avec l'ouverture de l'ambassade d'Azerbaïdjan en Israël, nous pourrons réussir à apporter à un niveau quantitativement nouveau le partenariat stratégique israélo-azerbaïdjanais ». [Hajiyev n'a pas mentionné cela en raison des craintes du Pres. Aliyev d’une réaction violente des États islamiques. L'Azerbaïdjan n'a ouvert une ambassade à Tel-Aviv qu'en 2022, près de 30 ans après qu'Israël a ouvert son ambassade à Bakou en 1993. Et puis, pour atténuer la réaction négative des États islamiques, l'Azerbaïdjan a ouvert un représentant bureau à Ramallah, en Cisjordanie].

Le journaliste a ensuite ajouté : « Plus la relation stratégique entre Bakou et Jérusalem est étroite, plus Téhéran menace les deux pays. Dans une vidéo diffusée par la République islamique d'Iran, il a clairement défini que le chemin vers la sainte mosquée d'Al-Aqsa à Jérusalem passe par la capitale de l'Azerbaïdjan. C'est la première fois que Téhéran menace les deux pays en disant « vous creusez vos tombes. Quiconque défie l'Iran sera détruit ». Téhéran s'en prend également aux nouveaux partenaires arabes d'Israël qui soutiennent les accords d'Abraham : les Émirats arabes unis, Bahreïn, le Maroc et même l'Arabie saoudite... C'est l'une des frontières les plus explosives au monde. De ce côté-ci, nous sommes en Azerbaïdjan qui est un pays musulman laïc, un allié stratégique d'Israël, et là on peut voir le drapeau de la République islamique d'Iran qui définit les États-Unis et Israël comme « le grand Satan et le petit Satan ». Selon l'Iran, la route qui traverse Jérusalem passe par Bakou, la capitale de l'Azerbaïdjan. En octobre 2022, l'armée iranienne a décidé de lancer un acte d'intimidation contre l'Azerbaïdjan accusant son voisin du Nord d'être des agents d'Israël. Des milliers de soldats iraniens ont traversé la rivière Arax à la frontière entre les deux États avec des chars, des avions, des hélicoptères et des camions militaires. L'armée iranienne a également largué des centaines de parachutistes au-dessus de la zone frontalière. Il y avait des dizaines de vidéos de manœuvres militaires qui montraient à maintes reprises la cible de leurs missiles : l'étoile de David de l'État juif. Téhéran souligne les liens croissants entre Bakou et Jérusalem. Téhéran souligne les liens croissants entre Bakou et Jérusalem ». Ensuite, une vidéo est montrée d'un général iranien disant : « Nous tournons au croisement de la rivière Arax à la frontière avec l'Azerbaïdjan pour qu'ils nous prennent au sérieux. Nous n'acceptons pas la présence de sionistes à nos portes ».

Le programme i24NEWS a poursuivi : « De nombreux exercices militaires ont eu lieu du côté iranien du fleuve, mais parfois, il y a eu des infiltrations aériennes et terrestres sur le territoire azerbaïdjanais. Le président azerbaïdjanais Ilham Aliyev a répondu aux généraux iraniens par un tweet qui a enragé Téhéran : une photo du dirigeant azerbaïdjanais embrassant le drone kamikaze israélien de type Harop. L'Azerbaïdjan a acheté les drones SkyStriker et LORA aux sociétés israéliennes Elbit et Israel Aerospace Industries ».

Le journaliste a ensuite interviewé Efraim Sneh, un ancien ministre israélien, décrit comme « l'artisan de l'alliance entre Israël et l'Azerbaïdjan ». Il a déclaré : « J'ai reconnu l'importance d'un Azerbaïdjan ami, compte tenu de sa proximité avec l'Iran et du fait qu'une grande partie de l'Iran est azérie. [Neuvième mensonge]. J'ai pensé qu'il s'agissait pour nous d'établir un pont solide et solide entre Israël et l'Azerbaïdjan... Le peuple azéri a joué un rôle majeur dans le combat contre l'Allemagne nazie. Des centaines de milliers d'Azéris qui sont allés à la guerre contre Hitler pendant la Grande Guerre patriotique ne sont pas rentrés chez eux. Ils sont tombés sur le champ de bataille en Europe et en Allemagne. Et c'est quelque chose qu'un Juif ne peut jamais oublier. Nous restons toujours reconnaissants pour la contribution de l'Azerbaïdjan à la défaite des nazis ». [Dixième mensonge. Le ministre israélien semble ignorer que la contribution aux combats pour l'Allemagne nazie fut 70 000 Azéris qui ont participé à la répression de l'Insurrection de Varsovie. Hitler appelait ces Azéris ses alliés fiables].

Le narrateur a poursuivi : « Au cours de notre voyage le long de la frontière de 700 kilomètres, nous avons vu d'autres technologies israéliennes utilisées pour surveiller le côté iranien, par exemple des caméras de haute précision et des capteurs électroniques très sophistiqués. Selon plusieurs sources, ces systèmes soutiennent des opérations menées par des unités spéciales et des agents secrets israéliens qui infiltrent l'Iran pour lutter contre ses projets nucléaires. C'est un combat chirurgical délicat, selon la presse internationale. Israël maintient en permanence des pilotes de son armée de l'air en Azerbaïdjan ainsi que plusieurs avions de combat [américains] F-35, la cinquième génération d'avions de combat considérés comme les plus sophistiqués de la planète. Suite aux exercices iraniens, un F-35 s'est apparemment infiltré dans l'espace aérien iranien pour évaluer l'efficacité de son système anti-aérien ». [Si c'est vrai, c'est un aveu clair qu'Israël a violé son accord avec les États-Unis de ne pas transférer les F-35 vers un autre pays].

Le 27 janvier, la chaîne de télévision internationale israélienne, i24NEWS, a diffusé un programme d’une demi-heure rempli de mensonges pour glorifier les relations de l’Azerbaïdjan avec Israël et diffamer l’Arménie, l’Iran et la Russie. Ce programme scandaleux n’avait rien à voir avec le journalisme, mais tout à voir avec la fameuse diplomatie du caviar de l’Azerbaïdjan.

On January 27, Israel’s international TV station, i24NEWS, aired a half-hour program full of falsehoods to glorify Azerbaijan’s relations with Israel and vilify Armenia, Iran and Russia. This scandalous program had nothing to do with journalism, and everything to do with Azerbaijan’s notorious ‘caviar diplomacy.’

Here are excerpts from the TV program which I have transcribed. My comments are in brackets:

The narrator, Israeli journalist Henrique Cymerman, said: “Azerbaijan has problematic neighbors, especially Vladimir Putin’s Russia in the North and Ayatollah Ali Khamenei’s Iran in the South. Yet, its main historical enemy is another neighbor, Armenia, a country with a Christian majority that has clashed with Azerbaijan in two major wars, causing thousands of victims. In the first war of Nagorno-Karabagh in 1991, Armenia, backed by Russia, [first lie] managed to conquer 10,000 square kilometers in the border zone, a region the size of Lebanon. The official objective was to create a buffer zone. For Azerbaijan, 2020 was the year of victory in the second Karabagh war. Pres. Ilham Aliyev’s army reconquered all areas [second lie] occupied by the Armenians only to find dozens of villages and small towns completely destroyed and booby-trapped. [Third lie]. Such was the case in Khodaafarin area, just a few meters from the Iranian border on the banks of Arax River. In this scenario, Iran supported Armenia [fourth lie] and Israel supported Azerbaijan.”

The reporter interviewed Mubarak Qurbanli, Azerbaijan’s Minister of Religious Affairs, who said: “Armenia seized our lands. [Fifth lie]. It took a huge heroic effort for our army to win them back in the last war. The Azerbaijani people know that during this war, Iran was on the side of Armenia. [Sixth lie]. So you can understand these unpleasant feelings, not towards the people, but towards the Iranian regime.... Iran reproaches Israel it seems from the point of view of Orthodox Islam. But, where was Iran for 30 years when Armenia, violating all international laws [seventh lie], occupied Azerbaijani lands, including the Iranian border. Why did Iran remain silent then?” [Eighth lie].

The narrator continued: “The ceasefire was finally achieved by Vladimir Putin. At the liberation celebration in Baku, the army viewed the offensive drones it had acquired from Israel and which caused many casualties among Armenian forces [shameful boast about killing Armenians]. One of the strong men in the Baku government is Hikmet Hajiyev, Pres. Aliyev’s top advisor and his foreign policy strategist. He claims that Israel is one of the first countries that recognized Azerbaijan’s independence in 1991 and delivered news that angered Tehran.” Hajiyev said: “The President of Azerbaijan and National Parliament made a decision to open a full-fledged Embassy of the Republic of Azerbaijan in the State of Israel, and with the opening of the Azerbaijan Embassy in Israel we will be able to manage to bring to a quantitatively new level the Israel-Azerbaijan strategic partnership.” [Hajiyev did not mention that due to Pres. Aliyev’s fear of a backlash from Islamic States, Azerbaijan opened an Embassy in Tel Aviv only in 2022 -- almost 30 years after Israel opened its Embassy in Baku in 1993. And then, to soften the negative reaction of Islamic states, Azerbaijan opened a representative office in Ramallah, the West Bank].

The reporter then added: “The closer the strategic relation between Baku and Jerusalem is, the more Tehran threatens both countries. In a video broadcast by the Islamic Republic of Iran, it clearly defined that the path to the Holy Mosque of Al-Aqsa in Jerusalem passes through the capital of Azerbaijan. It is the first time that Tehran has threatened the two countries, saying ‘you are digging your graves. Anyone who defies Iran will be destroyed.’ Tehran also attacks Israel’s new Arab partners that support the Abraham Accords: the United Arab Emirates, Bahrain, Morocco, and even Saudi Arabia.... This is one of the most explosive borders in the world. On this side, we are in Azerbaijan which is a secular Muslim country, a strategic ally of Israel, and there we can see the flag of the Islamic Republic of Iran which defines the U.S. and Israel as ‘the big Satan and the little Satan.’ According to Iran, the road through Jerusalem passes through Baku, the Capital of Azerbaijan. In October 2022, the Iranian army decided to launch an act of intimidation against Azerbaijan accusing its Northern neighbor of being agents of Israel. Thousands of Iranian soldiers crossed the Arax River on the border between the two states with tanks, planes, helicopters and military trucks. The Iranian army also dropped hundreds of paratroopers over the border area. There were dozens of videos of military maneuvers which showed time and time again, the target of their missiles: The Jewish State’s Star of David. Tehran points to the growing ties between Baku and Jerusalem.” Then a video is shown of an Iranian General saying: “We are turning at the crossing of the Arax River on the border with Azerbaijan so that they will take us seriously. We do not accept the presence of Zionists next door.”

The i24NEWS program continued: “Many of the military drills took place on the Iranian side of the river, but at times, there were air and ground infiltrations within Azerbaijani territory. Azerbaijan’s President Ilham Aliyev responded to Iranian Generals with a tweet that enraged Tehran: A photo of the leader of Azerbaijan embracing the Israeli Harop type kamikaze drone. Azerbaijan bought the SkyStriker and LORA drones from Israeli companies Elbit and Israel Aerospace Industries.”

The journalist then interviewed Efraim Sneh, a former Israeli Minister, who is described as “the architect of the alliance between Israel and Azerbaijan.” He said: “I recognized the importance of friendly Azerbaijan, given its very close proximity to Iran and the fact that a big part of Iran is Azeri. [Ninth lie]. I thought this is a case for us to establish a strong, sound bridge between Israel and Azerbaijan.... The Azeri people took a major role in the combat against Nazi Germany. Hundreds of thousands of Azeris who went to the war against Hitler during the ‘Great Patriotic War,’ didn’t return home. They fell in the battlefield in Europe and Germany. And this is something that a Jew can never forget. We remain always grateful for the contribution of Azerbaijan to the defeat of the Nazis.” [Tenth lie. The Israeli Minister seems unaware that fighting for Nazi Germany were 70,000 Azeris who participated in the suppression of the Warsaw Uprising. Hitler called these Azeris his reliable allies].

The narrator continued: “During our journey along the 700-kilometer border, we saw other Israeli technologies being used to surveil the Iranian side, for example, high-precision cameras and very sophisticated electronic sensors. According to several sources, these systems support operations conducted by special units and Israeli secret agents who infiltrate Iran to fight against its nuclear projects. It’s a delicate surgical fight, according to the international press. Israel permanently maintains pilots of its Air Force in Azerbaijan as well as several [U.S.] F-35 fighter jets, the fifth generation of combat aircraft considered to be the most sophisticated on the planet. Following the Iranian drills, an F-35 apparently infiltrated Iranian airspace to assess the efficiency of its anti-aircraft system.” [If true, this is a clear admission that Israel has violated its agreement with the U.S. not to transfer the F-35’s to another country].

It's Not Just About Turkey


Biden is preparing to recognize the Armenian genocide. So why is Israel, founded in the wake of genocide, holding out? How far does Israel's decision really rest on the state of relations with Ankara and Erdogan?

There’s been growing attention given to Israel’s policy on the Armenian genocide over the last two decades. Scholars, practitioners, journalists, activists and the general public are trying to map the different reasons and grievances framing Israel’s firm position: not to recognize the Armenian genocide.

Conventional wisdom points to dictums such as "Israeli relations with Turkey are too important" or that "Israel prefers Azerbaijan to the Armenians."

However, those reasons are too sweeping to explain a more complex phenomenon: which of Israel’s state institutions refuse recognition, and why.

I would argue that it is quite understandable why both consecutive Israeli governments, and the wider political and cultural spectrum represented in Israel’s parliament, the Knesset, hold what appears to be a wholly pragmatic stance despite it being counter-intuitive to normative and liberal democratic considerations, including the specific historical experience of the Jewish people.

-Why does the Knesset fail to pass the Armenian genocide bill time and time again, and how static or fluid is this stance for the future? And what impact does the growing legislative and normative trend of Western countries recognizing the genocide have on Israel's considerations, with the Biden administration as the latest example?

First of all: What does "recognition of the Armenian genocide" actually mean? In academic circles, despite the lack of a widely accepted cross-disciplinary definition, the term ‘recognition’ is generally understood  as a normative expression of the acknowledgement of a valuable human need: in this case, the understanding that the Ottoman Armenians experienced a genocide in 1915 and the countering of historical revisionism and denialism.

The legislative act of recognition contributes not only to commemoration, and to preserving Armenian historical heritage, but can also trigger an officially-sanctioned Memorial Day, even a state-backed national commemorative museum. This step is of critical importance to Armenian diaspora communities. Thus, the struggle for recognition is significant for three parties: the Armenians, the Turks (who oppose it), and the countries debating whether to recognize the Armenian genocide.

It is also a step that endorses the values of liberal democracy, by affirming core values such as the protection of human rights, justice and the protection of minorities against discrimination and violence. It also boosts international institutions dedicated to those values, such as the Internal Criminal Court and the UN’s Responsibility to Protect, a 2005 commitment to prevent genocide, war crimes, ethnic cleansing and crimes against humanity.

So, if recognition is a normative step that bolsters liberal democracy, there doesn’t seem an obvious obstacle for Israel. But there are two further, major, factors: Turkey, and the Holocaust.

Despite the cold diplomatic winds blowing between Ankara and Jerusalem for a number of years now, Israel maintains significant economic and strategic ties with Turkey. But if we examine the recognition policy of other states with far deeper engagement with Turkey, we see that there is no longer such an immutable correlation between ties with Ankara and genocide recognition - and the contrast with Israel becomes even more striking.

Take, for example, the legislatures of three NATO members: the United States, Germany, and the Netherlands. Just like Israel, they have been Ankara’s traditional allies since the early 1950s, and just like Israel, they were reluctant to recognize the Armenian genocide for more than 40 years. Their key reason was not to imperil Turkey’s key strategic role in the NATO alliance.

But between 2016 and 2019, something changed: the parliaments of all three countries formally recognized,  the Armenian genocide. And their status quo-defying decisions were neither hesitant nor ad hoc.

What had happened? The core trigger was a statement made by Turkish President Recep Tayyip Erdogan.

On 23 April 2014, the 99th anniversary of the genocide, Erdogan noted the deaths of the Ottoman Armenians who had perished alongside millions of people of "all religions and ethnicities" in 1915, describing the tragedy as "our shared pain."

Although Turkey’s president was finally acknowledging some basic historical facts, and offered his condolences to the Armenians, his message was really a sophisticated form of denial. There was no genocide, and the Ottomans’ successor state, Turkey, had nothing to apologize for.

But despite the obfuscation, his speech opened the door for some countries who wanted to alter their position. Ironically, Erdogan had effectively normalized the process of Armenian genocide recognition.

There were other factors, too, that broke the recognition taboo. There was the crumbling relations between Turkey and its three allies, and the the related progressive weakening of NATO. The process of introspection and eventual acknowledgement of those countries’ own role in the perpetuation of Turkey’s denial. And growing scrutiny of Erdogan’s policies, especially towards the Kurds. For the Biden administration, it is a fulfillment of the promise to re-prioritize human rights in U.S. foreign policy. Hence, the recognition legislated by Germany, the Netherlands and the United States were a form of normative statement.

So what of Israel? Every April 2th, since 1989, the left-wing Meretz party has attempted and failed to pass the Armenian genocide bill through the Knesset. Erdogan’s 2014 statement made no significant change to their fortunes.

In May 2018, Turkey expelled Israel’s ambassador, Eitan Na'eh, in the wake of the deaths of  61 Palestinians by the IDF in protests following Donald Trump’s recognition of  Jerusalem as the capital of Israel. Erdoğan’s harsh rhetoric included the accusation that the "terrorist state" of Israel was itself perpetrating "genocide" against the Palestinians. But even this crisis didn’t move the dial in the Knesset.

So if changing geopolitical circumstances impacted the three NATO allies, why did it not affect Israel? Because there’s a basic, fixed issue, far less influenced by outside parties and events, but one that uniquely influences Israeli policy in regard to recognition of the Armenian genocide: the memory of the Holocaust as "unique."

In Israel, there is a commitment to "never again," a watchword in Israeli society, politics, and diplomacy ever since the birth of the State of Israel. But it has been embraced in its particularist form: "never again" to Jewish vulnerability in the face of murderous antisemitism, rather than the "never again to anyone," the form in which it is widely understood in, for example, the liberal American Jewish community.

That same particularism works retroactively, too. Analogies to the Holocaust are often slammed as the "trivialization" of Jewish suffering. That anathema to "sharing" the idea of being genocide victims, or the fear of competing genocide commemorations, has a specific locus.

The date of Israel’s Holocaust Remembrance Day is observed according to the Hebrew calendar, but it generally falls in the second half of April or early May. If the Knesset recognized the Armenian genocide, its April 24 Memorial Day would fall in close proximity, actualizing the threat of "competition" over genocide commemorations.

Despite these significant considerations weighing against recognition, there is still a chance to change Israel’s calculus. The tipping point is less likely to depend on a deterioration of relations with Turkey, or pressure from Azerbaijan, but rather on a strengthening of Israel’s own fractured democratic processes.

That there are problematic checks and balances between Israel’s legislative and executive branches is embodied in the unrestrained power the executive wields over the Knesset.

And because of the peculiarities of Israeli political culture and its unwieldly coalition governments, the executive enforces strict coalitionary discipline for many votes that in other legislatures would be free votes of conscience, or would better reflect the diversity of opinion within political parties.

This is an essential factor in the issue of passing an Armenian genocide bill: because coalition unity takes superiority over the freedom of action of Knesset members, there is very little room for manoeuvre.

With more stable governments giving coalition members more autonomy (a pipe-dream at present) it is likely the Armenian genocide recognition legislation would pass in the plenary, not least if legislators are lobbied by those liberal and younger Israelis who want to amplify the universalistic lessons of the Holocaust. For now, this modest hope will have to suffice.

I'm in Yerevan and I'm living with this war launched by Azerbaijan againt Artsakh since 6 days. 
It's very hard to see and hear civilians dead or blessed by Azerbaijani arms made in and sold by Israël. 
I have nothing againts Jews as people and individuals and you know it. But I'm very angry and yelling very aloud: 

Shame on Netanyahu, 
Shame on whole Israel's government 

for backing Baku's dictator.

An Open Letter regarding the Fighting in Nagorno Karabakh (Artsakh)

The following represents the personal views of a group of Israeli scholars of Caucasian and associated studies from different institutions of higher learning, and does not reflect the positions of the Hebrew University nor its Armenian Studies Program.

We the undersigned write to express our deep concern with the fighting that has flared up in the region of Nagorno Karabakh (Artsakh). From a reading of independent accounts and analysis we have concluded that this outbreak of violence in the last few days is due solely to aggression of the Republic of Azerbaijan, supported by Turkey and backed up by fighters from elsewhere in the region. This belligerence has been directed towards military and civilian targets in the Republic of Artsakh and its mainly Armenian population, and deserves to be condemned in no uncertain terms. The response of the Republic of Artsakh and the Republic of Armenia is clearly one of defense of population, property and territory, and should enjoy the support of those who cherish the principle of self-determination of peoples.

We call for an end to this aggression, and a cessation of the fighting. The long-term answer to tension in the region is on-going negotiations that will aim to resolve the claims of various ethnic groups, leading to a mutually agreed upon political arrangement. Clearly, violence of any type will not resolve ethnic and other tensions.

It is with dismay that we address the matter of Israeli arms sales to Azerbaijan in recent years, this being one component in the massive armament process in that country. We call upon the Israeli government to cease immediately the sales of arms to Azerbaijan, pending a review of the issue by the government and Knesset. Matters of would-be Realpolitik, as reflected here in arm sales, are not the only basis for foreign policy. Certainly, one needs to question Israel’s role in an armament effort aimed mainly against a people that like the Jewish people suffered genocidal attacks in the twentieth century. We call upon other Israelis to raise their voice on this important issue.

On April 24 1915, in the midst of WWI, the rulers of the collapsing Ottoman Empire began the annihilation of the Armenian people. In less than four years, after 2,400 years in which Armenians lived and thrived within the region between the Caspian Sea, the Black Sea and the Mediterranean Sea, hardly any Armenians remained. More than a million were murdered and the survivors were scattered all over the world. Men, women and children were sent on “death marches”, detained in concentration camps, raped and murdered. News on the genocide was published by newspapers in the US and Europe as it was happening.
US Ambassador in Istanbul at the time, Henry Morgenthau, tried to help the Armenians and lessen, if only slightly, the extent of the atrocities. Sarah and Aharon Aaronsohn, Eitan Belkind and other members of the Nili group witnessed the events and their hearts told them a hidden thread connected the fate of the Armenians and the fate of the Jews. Franz Werfel, a German writer of Jewish descent, learned of what happened to the Armenians and published his book "Forty Days of Musa Dagh" in Germany in November 1933, ten months after Hitler's rise to power.
The Turkish state which was founded in 1923, was determined to forget and cast into oblivion this terrible episode in Turkish history. In 1965, after descendants of the Armenian refugees in the diaspora began to demand international and Turkish recognition of the genocide, Turkey embarked on an extensive and resolute denial campaign. Similarly, and in view of the conflict between Azerbaijan and Armenia as to the Nagorno-Karabakh province, Azerbaijan has become Turkey’s partner in leading the denial of the Armenian genocide.
Unfortunately, in spite of the existence of an Armenian community in Israel and in spite of a continuous public, academic and political campaign, the Armenian genocide has not been recognized by the State of Israel.
Prima facie, it seems that the official Israeli denial of the Armenian genocide is tied to its diplomatic and military relations with Turkey, and in recent years to the relations with Azerbaijan. Turkey and Azerbaijan have purchased from Israel military training and weapon systems worth billions of USD.
Minister of Defense Avigdor Lieberman, former Deputy Minister of Foreign Affairs, Mr. Danny Ayalon, former Chairman of the Knesset Education Committee, MK Alex Miller, as well as additional MK's from 'Israel Beitenu' party clarified unequivocally that the State of Israel would not recognize the Armenian genocide so as not to harm relations with Azerbaijan, over controversial historical issues concerning century-long events. Their arguments remind those of holocaust deniers.
Under these circumstances, one suspects that not only does the State of Israel “trade” in the recognition of the Armenian genocide, but that it has also taken upon itself real commitments on this matter, in agreements with Azerbaijan and Turkey. 
This is why together with the genocide scholar Professor Yair Auron, we asked the Israeli Ministry of Foreign Affairs to expose to the public: Any documentation of agreements, understandings, commitments vis-a-vis Azerbaijan and Turkey as to the question of recognizing the Armenian genocide; Any correspondence with Turkish or Azeri representatives on the question of recognizing the Armenian genocide; Any documentation of meetings or communications between representatives of the Ministry of Foreign Affairs with Turkish or Azeri representatives on the question of recognizing the Armenian genocide; Decisions and position papers of the Ministry of Foreign Affairs as to the question of recognizing the Armenian genocide, in view of Turkey and Azerbaijan's objection.

SUR LE SILENCE ASSOURDISSANT DU CCAF SUR LES CRIMES COMMIS EN PALESTINE

J’ai exprimé ces derniers jours aux organisations membres du CCAF (Conseil de Coordination des Associations Arméniennes de France) mon profond sentiment de colère pour leur manque de courage politique et dhumanité car aps 17 jours de crimes en direct dans la Bande de Gaza, je n’ai pas lu une seule ligne de dénonciation des crimes commis par l’armée israélienne sur les populations civiles de Gaza. Cette remarque vaut aussi pour les organisations arméniennes qui se déclarent protectrices des droits de lhomme et qui ont des revues de presse lacunaires sur la question.

La lecture du communiqué diffusé par le bureau national du CCAF le 23 juillet 1 est le déclencheur de cette colère et de ces réflexions. Si la dénonciation et la condamnation des discours ou actes haineux, racistes, ou antisémites relèvent dune obligation impérieuse, quils s’agissent d’ailleurs de destinataires juifs ou arabo-musulmans en l’espèce 2, celles-ci pondent à des normes respectueuses du droit et de l’équité. La tonalité de ce communiqué est extme, et lobjet est traité en faisant totale abstraction du contexte géopolitique qui suscite un sentiment dinjustice face à limpunité dont jouit lEtat dIsraël, ou du contexte intérieur interdiction administrative des manifestations qui suscite des réactions de révolte. Il convient enfin de souligner que les débordements et dérives qui ont eu lieu dans Paris ou Sarcelles font lobjet denquêtes et quà ce titre le CCAF aurait être plus ser dans ses formulations et ne pas se poser en procureur.

La piètre et lâche posture de François Hollande, dès sa prise de position au début du conflit, comme dans bien d’autres domaines, mais, de plus, en rupture avec la politique étrangère plus équilibe de tous ses pdécesseurs dans ce conflit, dune part, et le parti pris sans nuances de Manuel Valls, d’autre part, nont fait que renforcer ces sentiments de volte populaire. Mais reconnaissons, pour éviter d’en faire une critique à sens unique, quà droite de l’échiquier politique nous n’avons entendu aucun leader politique s’élever face à ces injustices. Lislamophobie ambiante et croissante dans ce pays brouille les esprits. Faut-il pour autant que le CCAF sinscrive dans cette lâcheté collective et complice et adopte un discours sans nuance et extme ?

Le conflit israélo-palestinien a toujours cristalli les passions car il est un conflit emblématique, car un Etat, Isrl, défie de manière arrogante le droit international, mais aussi ts complexe sur un plan géopolitique et juridique. Les pays arabes sont autant, sinon plus, à blâmer dans cette situation de souffrance et dinjustice dans laquelle est plongée la population palestinienne depuis trop longtemps car ils nont jamais fait front commun pour défendre les droits légitimes du peuple palestinien, maintes fois reconnu par les Nations Unies ; le nouveau pouvoir égyptien la dictature Al Sissi délaisse la population palestinienne et se jouit de la tentative de destruction du Hamas; les monarchies pétrolières ou gazières, avec la bienveillance occidentale, sont plus investies dans la lutte fratricide sunnite-chiite qui ne débouche que sur plus de radicalisation.

Cela nefface pourtant en rien la responsabilité de lEtat dIsraël dans la commission de crimes internationaux. La nouvelle commission d’enquête internationale décidée par le Conseil des droits de lhomme de lONU le mercredi 23 juillet 2014 établira la nature de ces crimes, qui sont passibles de poursuites devant la Cour pénale internationale. Comme toujours, les Etats Unis, qui sont le véritable point de blocage à une solution équilibe et durable de ce conflit, ont voté contre ; Les Européens ont voté, comme dhabitude, en ordre dispersé : ceux qui continuent à culpabiliser pour les crimes de la seconde guerre mondiale à l’encontre des Juifs s’abstiennent. Il suffit dobserver de manière comparative les mesures prises par lUnion européenne contre la Russie à propos des combats en Ukraine, alors que la Russie n’est pas officiellement en guerre contre lUkraine, dune part, et l’absence de sanctions prises contre Israël, alors que cet Etat continue ses opérations militaires malgré toutes les pétitions des crimes, d’autre part, pour comprendre le sentiment dincomphension et de volte face à cette politique étrangère discriminatoire de lUnion européenne.

Le rapport Goldstone sur les crimes commis pendant la guerre contre Gaza fin 2008-début 2009 avait été approuvé par l'Assemblée générale des Nations Unies le 5 novembre 2009. Ce rapport pourtant équilib, qui estimait que des crimes de guerre avaient été commis à la fois par Isrl et les Palestiniens lors dudit conflit, na pas été suivi d’effets. La solution des Nations Unies avait indiqué : « Ce vote est une déclaration importante contre l'impunité. C'est un appel en faveur de la justice […] Sans justice, il ne peut y avoir de progrès vers la paix. Un être humain devrait être traité comme un être humain sans tenir compte de sa religion, de sa race ou de sa nationalité. Toutes les parties concernées devraient maintenant consacrer leurs efforts pour mettre en œuvre cette solution ».

Lhistoire de ce conflit est difficile à apphender, car déformée pour ceux qui ne le connaissent quà travers des média français, qui sur ce thème comme sur d’autres, sont pour la plupart, à l’exception notable du Nouvel Observateur, de Mediapart ou Le Monde, incompétents ou volontairement partiaux. Je donnais quelques éléments d’éclairage dans les Nouvelles dArménie Magazine en janvier 2009 (« Gaza, un révélateur des myopies politiques arniennes », NAM, Janvier 2009), qui, cinq ans après, se confirment de manière encore plus criante. Je recommande au CCAF de lire la presse israélienne, entre autres Haaretz, pour se faire une idée plus précise des réalités de ce conflit et des opinions contradictoires au sein de ce pays. Je leur recommande de lire les voix courageuses des intellectuels, militants des droits de lhomme, juifs de France ou dIsrl, mais pourquoi pas aussi cette vibrante tribune de l’artiste israélienne populaire Noa dans le Nouvel Obs 4. Les idées extmes, de quelque bord, mènent au chaos humanitaire et à limpasse politique. Ceux qui les relaient de manière aveugle tombent aussi dans cet extrémisme.


C’est bien au nom des principes de justice et dhumanité, qui sont au cœur de mes engagements que je m’élève contre l’absence de réaction des institutions repsentatives de la communauté arménienne de France face à la folie meurtrière d’Isrl, dont lissue ne peut être que plus de haine entre les deux peuples et limpossibilité de créer les conditions à l’établissement dune paix durable. Comme je l’avais relevé en janvier 2009, les alliances et les allégeances qui justifient le silence des instances repsentatives arméniennes sont des myopies politiques car relevant dune vision illusoire et étriquée des enjeux de la question arménienne. Lexplication que jai rue en retour est la suivante :  

(i) nous sommes divisés au sein du bureau national sur la question ;  
(ii) le CCAF na pas vocation à s’exprimer sur les questions de politique étrangère ; 
(iii) nos relations avec les institutions communautaires juives sont sensibles dans certains dossiers du moment.

Ce dernier élément est vélateur du pari fait, et j’espèrerais que mon propos puisse être démenti par des faits concrets dans le futur, par le CCAF, qui compte sur le CRIF et d’autres alliés de circonstance pour à la fois soutenir lhypothétique projet de loi visant à réprimer le négationnisme du génocide arménien et également les interventions aups de la Cour européenne des droits de lhomme dans laffaire Perinçek contre Suisse, qui a été renvoyée devant la Grande Chambre de la Cour européenne. L’absence de soutien, c’est un euphémisme, du CRIF à la loi Boyer début 2012, et lunicité sanctuarisée de la Shoah et de la pression de sa négation sont pourtant des éléments de politique récurrents des institutions juives de France, mais aussi d’ailleurs : prenons par exemple la politique controversée de lADL (L'Anti-Defamation League « Ligue anti-diffamation » est une ONG aux États-Unis dont le but premier est de soutenir les Juifs contre toute forme d'antisémitisme et de discrimination. Cest en quelque sorte léquivalent de la LICRA française) aux États Unis, qui souffle le chaud et le froid sur la reconnaissance du génocide arménien au travers de ses dirigeants. La prise de fonction psidentielle en Israël de Reuben Rivlin, qui a fait des déclarations en faveur de la reconnaissance du génocide arménien, quand il était psident de la Knesset ouvre des perspectives intéressantes. Tout ceci nest toutefois que pure spéculation et mettre à la une quotidienne des média arméniens les déclarations dErdogan sur les crimes commis à Gaza est une entreprise futile, car lalliance d’Isrl et de la Turquie est beaucoup plus solide quil ny paraît, et des retournements aps l’élection psidentielle en Turquie sont pvisibles. Le chantage à la reconnaissance du génocide arménien par Israël a lais place à un levier de pression israélien autrement plus puissant : la déclaration affichée de certains experts israéliens à la création dun « Kurdistan » 6. Il est avéré quIsraël a formé les combattants kurdes en Irak. Mais il faut regarder plus loin encore. A linternational, il convient de considérer que les opinions des pays arabo-musulmans seront également nécessaires parmi la communauté des nations dans la future bataille internationale que les descendants des victimes du génocide arménien vont devoir livrer pour obtenir des parations de la Turquie. A lintérieur, il convient de considérer que la population française a une minorité arabo- ou turco-musulmane importante et que son poids ne fera que croître, et la communauté arménienne na aucun intérêt à s’aliéner ces minorités par des prises de position partiales.

La seule différence notable, par rapport à 2009, est que, si Recep T. Erdogan pouvait être loué pour son courage politique, celui-ci était soutenu alors par une stature respectable sur le plan intérieur et extérieur, en 2014 sa légitimité est duite à néant : la situation des droits de lhomme et des libertés s’est sensiblement dégradée en Turquie, la montée du racisme et de l’antisémitisme est menaçante 7, son soutien aux islamistes sunnites extmistes en Syrie est marqué, autant d’éléments qui rendent son discours dénonciateur inaudible.

Le deuxième élément de la action du CCAF est lui plus déroutant. Ainsi, le CCAF serait en mesure de s’exprimer sur les questions touchant les Arméniens de France sans singérer dans la politique étrangère. Il suffit de consulter les titres des derniers communiqués du CCAF sur leur site pour constater le contraire : « Non à la venue dErdogan en France » ; « Appel à la Suisse contre larrêt scélérat de la Cour européenne des droits de lhomme » ; « Le CCAF condamne le signal positif de Fabius à la Turquie », etc... La Ligue des droits de lhomme, affiliée à la FIDH, est elle aussi tenue de traiter les questions relatives aux droits de lhomme en France, laissant les prises de position internationales à la FIDH. Ce n’est pas pour autant qu’elle élude les problèmes internationaux de ses analyses et communiqués. C’est une question de bon sens et de rigueur intellectuelle que d’analyser un événement ou un fait à la lumière du contexte. Dans le cas des manifestations de Paris ou de Sarcelles, il suffit de lire le communiqué de la LDH pour s’en convaincre 8.

La condamnation dun crime international, quil s’agisse dun crime de guerre, dun crime contre lhumanité, ou un génocide, dépasse toutes les justifications que lon essaye dy apporter et les circonstances au nom desquelles il est commis, car il touche à l’essence même de lhumanité. Les Arméniens sont bien placés pour savoir de quoi il est question ici. Le négationnisme officiel de la Turquie nous confronte tous les jours à cette réalité. Mais regardons le présent et une situation plus actuelle encore, la voix des Arméniens serait-elle audible aups de la communauté des Nations si, du fait dun snario de plus en plus vraisemblable, le Karabagh se retrouvait sous une pluie de bombes aries ? La dénonciation des violations graves des droits de lhomme, et notamment celle des crimes internationaux est un impératif moral et politique. Les droits de lhomme sont uns et indivisibles ; ses normes et principes s’appliquent à tous et en toutes circonstances. Les Arméniens ne peuvent transiger sur ces principes au nom de d’alliances et dintérêts prétendument tactiques et certainement éphémères. Il nest pas question de prendre un positionnement pro ou anti-israélien ou un positionnement pro ou anti-Hamas, mais d’exprimer son refus des crimes internationaux, du gne de limpunité et enfin être solidaire avec les populations civiles palestiniennes.

Le premier élément deaction du CCAF serait-il alors la véritable cause de ce silence gê ? Si c’était le cas, cela soulèverait de graves interrogations sous-jacentes sur le CCAF et son bureau national. Le manque de représentativité du CCAF dans la communauté arménienne de France est lié à l’absence de sa légitimité : il ny a pas de scrutin démocratique communautaire pour désigner les dirigeants du CCAF. Je ne leur en tiens pas rigueur, car ils en sont conscients. Cependant, à défaut de l’existence dun tel mécanisme, il est de leur responsabilité personnelle de veiller d’autant plus à ce que des liaisons particulières ou des intérêts privés et personnels ne viennent interférer sur lobjectivité politique et morale, et la probité intellectuelle que la communauté est en droit d’attendre d’eux en relation avec des questions aussi sensibles que celles liées aux crimes internationaux et aux droits de lhomme, mais aussi celles relatives à l’avenir des relations entre communautés en France.
